No point in replacing the battery if your overcharging since the alternator is what controls the charge voltage. A good, healthy battery should sit at around 12.9V at rest so anything lower than that coming from the alternator and it will still be draining the battery. If you have a typical pulley ratio, 1200rpm is probably a bit low for full output. This is easy to test by just increasing rpm and looking at alternator output.
